You don't say what 10 hp engine. By and large, electronic ignition modules need to have the magnet on the flywheel spin at 300 rpm or more to produce a spark.
Your starter could do better than that if everything was good. Look for weak/bad battery, poor grounds, resistance in battery cables, clean connections at battery, possibly worn/failing starter motor.
