The 1st thing to do is check valve clearance as matt said,clearance is checked/set when piston PAST tdc of compression stroke & 1/4" into it's downward travel,if resetting valves doesn't cure problem,next check flywheel key,same may be bent/sheared changeing ign timing,if key ok I would then suspect a problem in fuel system,possible causes,plugged/restricted fuel filter,dirt/water in tank plugging/restricting outlet,bad lines between tank/carb,weak fuel pump(if eng has)dirt/water in carb bowl/internal passages in carb body,sticking float,leaking float valve,dirt in float needle seat,air leak at carb mounting gasket.
If not a fuel system problem other possible causes,leaking rather than a blown head gasket,worn cyl/rings,scored cyl walls,worn valve guides,valves leaking/sticking due to carbon buildup on stems,valves & valve seats,bad/damaged valve seat,warped/damaged valve,worn valve guides,before pulling head consider doing a leakdown test on eng,may help you pinpoint an internal cyl/ring problem,leaking valves or a leaking/blown head gasket.
