If it does not rum with choke on, the problem could be anything from the vent in the fuel cap being stopped up, to trash in the carburetor. Many times I remove the fuel line from the carburetor and check the fuel flow. If you get a good flow for about a minute, the vent is likely OK. You can also look at the gas in the container and see if there may be any water in it (hold a container under the fuel line to catch the gas). If this checks out, the next step would be remove the float bowl from the carburetor and check for dirt or water. If you are not experienced with such I would recommend you purchase a good service manual or let a professional look at it.
