First thing if you haven't done so already check 25A fuse in fuse block with an ohmmeter,same may be blown in fuse body & you can't see break if an auto type blade fuse,if fuse ok,check at battery pos(+)terminal,there should be a white wire connected to terminal along with heavy cable to starter sol,check that this wire not broken/disconnected from battery,if wire intact,follow white wire back into wiring harness,there is an inline connector on this wire to connect to tractor wiring harness,make sure this connector isn't disconnected/bad where they join,if connector intact & connections for each clean/good & connector plugs together tightly,then check at battery terminal on ign sw with a voltmeter/12v test light for power,if you have 12v at battery terminal on sw then problem in ign sw or elsewhere in electrical system/wiring harness on tractor.

If you don't have a wiring diag for tractor then do a google search for honda 4514+wiring diagram,click on link to www.lainefamily.com and download service manual & either print pg 1-4 or whole manual(238 pgs).

IF you don't have the elect knowledge/tools to troubleshoot elect system GET HELP from someone who does or leave for local mower shop to troubleshoot/repair as this is an extremely intense wiring system & if you start going around with a jumper wire(s)you can quickly damage/burn up elect system/wiring harness.
