Goto link below & click on toro logo,from garden/lawn tractors listings scroll thru mod#'s,select number that you have on tractor id plate/tag,look at assembly drawing for hydrostatic transaxle-control linkage assembly drawing/parts list.
In drawing nut(9) appears to be tension adj for cam plate/netural return plate,you might try adjusting this nut to see if helps/cures problem,if not then there may be a problem with worn/loose or rusty/dirty shift linkage parts or within transaxle itself,you might have to disconnect linkage at trans to isolate problem to linkage or internal transaxle problem.
A service manual for trans is avail as a free download at toro website,but no operators manual avail there as a download.You might try going to ebay & see if a manual for 212h listed or a service manual for the 200 series tractors,just type wheelhorse manual in search & go thru listings.
