The steering and hydro shift can fixed/adjusted. You may want to check if you can push the tractor without the engine running by depressing the hydro valve release. Sometimes those relief valves need to e cleaned and in order to do this, you have to split the tractor.
You may want to get a parts and operator"s manual on CD. You can get these on eBay. Good luck.
