Majors have vacuum governors so the throttle goes to the manifold. Two pipes come from the manifold to the injection pump governor housing. Inside is a rubber diaphragm.
Throttle through the block means it is a tractor between 1952 and 1954.
You Super is probably between 1962 and 1964 when they fitted a Simms Minimec pump with a mechanical governor. The throttle rod on these goes straight to the pump.
Majors are one of the best starting tractors built, even when badly worn, so I would expect you have a bit of a problem. Not easy to answer without more clues.
