Do you know the person you bought it from real well, and did you witness that paint job 15 years ago? Or are you only going on what the seller has told you? It sure doesn't look like a 15 year old paint job to me, but I guess pictures can be deceiving. I still think that picture of the grill shows a good sized section of radiator fins being completely clogged by paint.
