J. you aroused my curiosity so I looked it up. What you have is called a "Clevis hitch" with a plate added to the rear. It is to accommodate the swinging roller draw bar that you have pictured. I have never seen one before. They must be rare, and of course no longer available. If I were you I would get an aftermarket draw bar and have the roller fabbed up, and bolt it on per your picture.
