If you're replacing the grease seal in the hub... then yeah... it is that way. You unbolt the hub ring and pull the hub and axle shaft out. From there you either have an axle shaft that's retained in the hub with a shrink collar or a large nut. Then nut you can remove. The collar... I'd just cut off with the torch... or as jerry said... drill it and split with a chisel. Then you need to press the axle out of the hub/bearing. Make sure to get the hub well supported between the hub and axle flange or you'll break the hub. It's probably a lot more sensible to take it to a shop that has a large press if you don't have one. Once it's apart, change the seal, renew the bearing if necessary, etc and reinstall. I'd also change the oil seal on the main axle housing before reinstalling the hub/shaft.
