801 Engine Races - Part 2

Well I think I found the reason the engine is racing on my FIL's 801. The governor does't seem to be doing anything. When you pull back the throttle, it stays there and the governor dosn't compensate at all. This tractor sat for about 2 yrs without being run, could something just be stiff in there? You can move the gov arm ahead and back by hand. Any ideas where I go from here?
