The flat tops are likely a replacement for the 'elephant ears' they came with, which often rust out at the bottom... 38" tires were available on both utility and row crop versions. The B prefix on the serial number simply means it was assembled at Ford's Basildon plant. A codes were assembled at Antwerp and C codes were assemebed in the U.S.
