is the pto stub shaft out the back of the tractor bent.. or do you have a bent or damaged orc or extender stub the issue? post a pic if you aren't sure.
i'd for sure *TRY* to adjust the brakes before I did anything else. my 660 had nearly new shoes on it.. and simply needed adjustment, as did my 8n and naa.
jack up a side, and run the start wheel with a big flatblade screwdriver to just where the brake drags, then back off. do the same to the other side. adjust the brake pedal clevis if you want the pedals about the same height.
if there is oil leaking from the drums.. you got a bad seal *AND* are probably overfull on fluid.
