Brakes are old style drum, you can adjust through the slot, hopefully the adjuster is not seized, probably a good idea to take off the wheel, remove the drum, might need to use a rubber, nylon or similar hammer to loosen it up. Once done you can see what the brake shoes look like, as well as everything else, do not adjust with the drum off, you may not get it back on, might need to clean the threads on the adjuster and or free it up.
Also, the actuating cam on the end of the linkage that contacts the shoe, may be worn, thus not moving the shoe against the drum the way it should, those can be built back up by welding.
