Given that the tractor has been sitting, you probably have bad float needle and seat. You can buy this part from New Holland for a reasonable price. Another source of trouble can be a bad float. When you disassemble your carb, shake the float and listen for gas inside. If you left the fuel turned on while the tractor was idle, then the carb is probably full of "varnish" and will need to be thoroughly cleaned out with carb cleaner or lacquer thinner. Clean out all passages with a thin wire.
