The way a two stage clutch works is that as the clutch pedal is depressed, the transmission clutch is engaged stoping the tractor while the PTO remains powered, then the PTO clutch engages stopping the PTO. To test you needed the the transmission engaged and be moving. Engage the clutch until the tractor stops. If a two stage then the PTO will still be turning. Most likely the decals have been changed, however, dash panels and tags can also be changed. Per the SN it is a single stage clutch. Is it the correct SN? The Ground PTO Mode is just that the PTO moves in relation to your ground speed. If you were not moving then the PTO does not turn. Assuming it is indeed a single stage clutch the advantage of a MF-35 are: Power Ford 8N Drawbar HP: 21HP - Neb Test 393 MF-35 Drwabar HP: 30HP - Neb Test 564 and Gears The MF-35 has a slow enough gear and power to run a tiller. There is your delima... A slightly lesser "Known-condition" machine. vs. more powerful, but "Unknown-condition" machine. What is the asking price on the MF-35? If they are asking $4K then I'd say no way. If 2K I saw it's worth it. Jeff
