Years ago they changed the numbering on tractor tire sizes. What used to be a 10-28 is now a 11.2-28. An 11-28 became a 12.4-28. Lots of tires were produced with both numbers molded into them. The tire you have that says 12.4-28/11-28 is a 12.4-28 and it's telling you that that tire size replaced the older 11-28. If the other tire says 11.2-28 then that is the modern sizing numbers and if you need one to match it then get another 11.2-28,but try to find one of the same brand because not all tire manufacturers tire diameters are the same even though they are the same number. I had to buy new rear tires for my TO-20 and I bought BKT 11.2-28 and they are two inches taller than the Firestone 11.2-28 they replaced. That's why I recommend finding the same brand so you will be close on the diameter.
