I don't think the hi/lo will go into neutral with the rev stuck in the way. Not a screw driver but a small crow bar, prybar? with a bit of a curve to it. rock it back and forth till something gives. If you got to put more than 20 minutes into this process, might as well just take up the bolts- don't strip the whole dash and steering thing, but get the bolts off and up an inch to look in there. Gosh be careful of the day-tant balls and spring if you do this.... and the gasket.....agh... get a bigger crow bar...
