If you use the acid to clean the tank, get a peice of small chain and thread some small bolts with nuts through a few links of the chain. Insert into the tank with the acid and slosh away. Do this for a good while, take a break, and do it about 3 more times. Rinse the tank thoroughly, and use Red Kote to seal the inside of the tank and clean the outside of it well and prime it. If you don't seal and prime the tank, the rust is possible to come back and the acid deposits could make it rust worse. Follow those steps to a nice, trouble free tank.
As for the air cleaner it is good to soak in parts cleaner or diesel fuel then blow out from both ends. I also wash mine out (flush out) with the hot water pressure washer with a slight "fan" spray, not high pressure. It's amazing that what comes out of there!
I would definitely unbolt and remove any and all implements and lift assemblies on the tractor. Put it on jackstands and remove all wheels also . Before you know it, you'll have it apart and restored!
