You'd be well into the water jacket, and there wouldn't be much more than a thin sliver of metal between the cylinders.
AFAIK, .060" over is about as far as you can go. That would make for a 2.685" bore, far from 3"
Are you sure you don't have an A or a Super A there? People commonly mistake one for the other, especially if they're new to tractors.
An A/Super A is about 1/3 bigger in every dimension. The Super A will have TWO hydraulic levers instead of one. The A/Super A will have the serial tag under the seat vs. on the steering bolster for a Cub.
If you truly have a Cub with a 3" bore, there are a lot of people on here that would like to see pictures. Whoever did it was either a total hack or a master engine builder.
