Black plugs could mean that the carb is set too rich. Compression is good on three cylanders. I would put some oil in the cylanders and crank it slowly by hand with the ignition switch off to lubricate the walls and pistons first. All this after an oil change. Make sure you have clean fresh gas too, then fire for effect.
