There's no way the problem would be *just* the filter. To be so dirty as to cause complete hydraulic failure, it would be starving the pump for oil. You can't run a pump very long when it's starved for oil, as it will burn up.
Flow meter is probably a waste of effort at this point, because it's pretty evident you don't have much flow if any at all...
Either your pump is not picking up the oil, or it's not pumping at all.
Your TA is out of adjustment also, but that is a completely different issue, totally unrelated to the hydraulics.
Does your PTO work under a load? I ask because the PTO and hydraulics are driven by the same sleeve gear off the flywheel pressure plate. If that gear is nearly worn out neither the hydraulics nor the PTO will work under a load.
