When IH came with the heavy tool(first tool was just two pins with heads on them, next tool was too light) I never had a wheel I could not get loose, unless, someone had ruined the head of the bolt using an air wrench. If you follow the recommendations in the operators manual, they come loose. You have to use the hammer in the correct sequence and correct place on the axle. Breaking a bolt is from over torqueing them. If a wheel does not fit the axle properly it will not stay tight no matter how much you torque or retorque it. I always use hammer treatment when torquing them down also so you don't have to retorque later.
