At this point I don't think the wobbly rotor is a factor in your problem. Set the points about .017-.018 to ensure that the points are closing. My neighbor's M has a wobbly rotor. If I set the points at .020, they don't always close and the tractors cuts out. You might want to remove the breaker plate (plate that the points and condensor are mounted on) and inspect the 2 springs. You might have a broken one or the hooks in the springs might be worn. You can get new springs from IH. Make sure to measure the diameter because there are two different sizes. Also keep a 5 gallon bucket under the distributor while you work to catch falling parts. Installing the two breaker plate screws are a pain in the neck on the H.
