If the bore is the same, and the rods are the same, the C221 pistons won't work with the C263 crank. They will hit the head because the wrist pins are too low in the piston body.
From what you say, it sounds like IH got more cubes by "stroking" the C221, similar in how they designed the 400-series diesel engines.
In order for a stroker to work with the same rods across the board, the wrist pin location in the piston has to move down for shorter strokes, and up for longer strokes.
Of course, I could be having a stroke and everything I said is totally backwards of reality... I'm working this out in my head as I go.
