2444 pto problems

I just bought an IH 2444 with a 2000 loader. The only problem I am having is with the pto. I can't engage the pto with the engine running (foot clutch engaged and engine throttled down). If I shut the engine off, I can sometimes get the pto lever to engage. Then when I start the engine, I have the pto running. After some use, the pto lever will pop out and the pto stops. Any ideas? Dick Day
