John, I had the same problem...I think. The lever to connect the choke rod to the shaft was missing on 3 of my 4 Cubs. Just today I made replacement choke levers for 2 of them (my parts Cub won't require one). All have IH carburetors. Maybe you could consider making them or having them made. I used a spacing of 1.250" for the holes. The hole for the rod is #12 (.189"). The hole for the shaft is #15 (.180") I made them from aluminum and split the shaft end to allow threading for a clamp screw.
