Sounds like the leads on the back of your ammeter are on the wrong terminals, or you have swapped +/- for ground on your battery.
If I'm reading correctly, you show a slight charge with the ignition on but not running or even running initially at low speed. Bring it up to speed so that it should be charging healthily and you show big-time discharge.
If that's correct I go back to my initial surmise. Somebody swapped the polarity of your ground without swapping the ammeter to read in the proper direction. Choices are to live with it and do nothing, swap the leads on the back of your ammeter, or switch the polarity of your gropund and repolarize your generator.
One thing to watch on that is that if your VR is made to be sensitive to the polarity you now have, you should use option 2 (swap the ammeter leads) rather than tempt fate and risk a VR failure by changing polarity.
