Fouling could have a simpler answer than might first come to mind. It may not be plugs, or the electrical system at all.
Have you checked the valve guides in the head?
I have a '40 H that I could not keep from fouling the number 2 cylinder plug: tried plugs, cables, points, and it still fouled. Sounded like a John Deere when it ran. Compression was never a problem, and I was ready to use her as a 'moble parts supply' for another tractor.
On the advice of one older and wiser than I (my father), I replaced the head with one from a different engine, and low and behold, it runs as smooth as a sewing machine, with nice clean plugs.
Turns out the valve guides were worn on the old head, and were letting oil leak in to the cylinder, resulting in fouled plugs. I'm not saying thats you're problem, but it sounds suspiciously close to it.
