Are you sure that the pto clutch is not frozen and simply not releasing? You should be able to feel the weight of the two clutches as the pedal is slowly depressed. If the pedal travel and weight feels ok and it still won't release you may be able to shock it free, but it may be a tractor splitting task ahead of you. (I have seen them shocked free by locking the pto with a large spanner and engaging the starter with the clutch held down. Risky but has worked for some) God Bless, Rex
