H oil filter seal. Use it or not?

When changing the oil filter on a 1940 H do you use the rubber "O" ring seal or not? It seems that if I put the seal in the grove in the base the outside canister does not fit all the way down. If I leave the seal out the outside canister seems to set more firm in the base. Thanks Carl from Michigan
