stalled international 300 utility

i recently did a carb rebuild and tune-up. put the tractor thru some light work and parked it for a couple of hours. when i returned, i adjusted the brakes, tried to start and starter gave only one click. battery was fully charged. pulled starter and spun it when removed. got a rebuild since it looked pretty tired, installed and problem remained. removed, checked & cleaned all terminals. there seemed to be no resistance in any wires when tested. tried to manually turn the flywheel, but couldn"t get good access to it to see if it would move. the tractor was running fine, until i parked it. is there any remote chance that something seized because of my brake adjustment? anyone have any ideas?
