If you have all the linkage as close as you can get it to specs and it still hangs in gear. Go to the short rod that connects main clutch shaft to T/A clutch shaft and shorten it a little at a time until it quits hanging in gear. Make sure not to shorten it so much that theres no space or movement between T/A release bearing and fingers. The bearing should not touch the fingers unless T/A lever is pulled back or main clutch realeased. I found that it helps to bolt T/A pressure with clutch plate to carrier before installing in tractor and setting the fingers to correct specs because some are not even close.
