The plugs are fouled from either too rich a mix/use of choke, or oil burning. You do not say what has been done. Pulling the wire increases the spark voltage to about 10 thousand or more which blasts through the crud and ignites the fuel dispite the fouling. Clean the plugs and fix the cause of the fouling.
