Timing an 806 diesel

I have an 806 diesel that is hard to start. It has a new pump and injectors as well as new starter. It whips over fine with the charger on it and it still won't start. It acts as if it is retarded. We had it running and it would barely start after being shut off for 1 minute. After 10 minutes the same thing it will almost do it but not quite. I have seen some pumps you can rotate, I do not see grooves on this on for rotating. Do I have to take the pump loose and move on gear? Do I need to take lines loose? I don't see any other obvious way to change the timing. Any leads appreciated, I would like to use it this fall. I have a manual but I can't find it, it will turn up when I buy another I guess. Ryan
