300 utility flywheel bolts

I'm in the process of rebuilding a 300 U with a C169 and noticed the clutch plate has been rubbing the flywheel bolts when released. The bolts are 1 and a 1/4 inches long and was installed with lock washers. One inch would have been perfect. If the lock washers are not installed, the bolts protrude through the wheel and crank and hit the seal housing. I have never seen flywheel bolts with lock washers, but I also never have worked on an old tractor. It seems to me that someone replaced these bolts with too long of ones and then needed spacers. Does anyone know what length the flywheel bolts should be and do they require lock washers? Thanks, Joe
