You didn't give any history of the motor. I don't know what compression that motor should have. Those numbers seem high but compression may be higher on LP head. 10 lb increase with oil in the cylinders seems like it's got some blow by there. Have you removed the valve cover? What's it look like. Is the motor sludged up? Is oil returning to the crankcase from top of head as it should? Oil at the head gasket. You could replace the head gasket just to see if it helps. If it doesn't work (I kinda doubt it will) you will have to at least put some new rings in it. I think it's a tough call for anyone to say, definitely head gasket or definitely rings.
