tsc carb kit

i am rebuilding an H carb. I the past I have always used the complete kit from IH. This carb was more dirty and leaky and not that worn. So I decided to try the 22$ TSC kit vs the 68 IH kit. Is any one familiar with this kit? I know its just a basic kit. But, I says in the instructions to replace the choke shaft seal, there is not one in the kit. and the packing for the high speed adjustmet is missing or do they expect me to use this felt thing that they put in there. Or is there just some parts missing? Also I took apart another H carb and it had a rubber type seal for the high speed screw. I seemed to work better. Does anyone know were I can buy just that seal? I have never had much luck with the packing in the IH kit no matter how careful i am.
