IH 460 Utiility Hydraulics

I've found a 460 Utility tractor and need some advice. The hydraulics are extremely slow. The fluid is milky. I expect it needs changed as it appears there is moisture. Fluid was added ( don't know how much)but didn't seem to speed it up. Just took out some chatter. Will changing and putting in a new filter solve it or is it likely to need a new pump? Also not impressed with the 40" bucket. It has a IH 2001 loader which seems to be fine. Can it handle a larger bucket? With a 3-speed is it geared to handle a mower and blade ok. Thanks for any assistance!!
