That's a lot of questions. First of all, if the tractor has set a while without being used, a lot of leaks are to be expected. All you can do is fix them one at a time. It is normal for the hole in the bottom of the carb to leak after being choked. If it stays wet when the tractor sets for a period of time, you may have a leaking needle valve or improperly set float. Two things on the miss. If it is constant all of the time and does not change with throtle setting I would check the valve clearance. A really tight or loose valve will make the engine run uneven and sound kind of like a miss. The other possibility would be the carb or manifold gasket leaking. Best thing you can do is get the manuals and attack the problems one at a time with info from here if needed. None of the problems you mentioned are hard or terribly expensive to fix Normally :)
