The float is closed most likely and not allowing any fuel to enter into the bowl. Also check to make sure the shut off under the tank is open and the line is not plugged. There may be a screen behind (Inside) the fitting where the fuel line enters the carb. Ensure that screen is not clogged. If none of this works there is a clogged passage somewhere preventing fuel from getting to the carb.
