As i can not see your tractor i am assuming that all the linkage is in place for a fast hitch ????? on the left side of the tractor from the top of the left side arm there is linkage that goes up to the dash support and into the valve this linkage levels out the valve at the desired hight , now if the littel poll pin that is in the left lift arm is broken and the linkage is out of sink. then the valve will not shut off . Or if the littel gears in the valve are striped same thing happens . And the other thing that will cause the tractor to labor is that the pressue releif valve is sticking.
