RPM Question

I just got the early 40's M that I recently picked up running this weekend and the RPM seems lower than my 0-6 with the same engine. I didn't measure it but from the sound and "feel" it doesn't sound like its running real hard at full throttle. The govenor did kick in at one point when I tried to goose it a little bit and let me know it didn't want to go faster.
