1066 won't start

Put a cam and main bearings in our 1066. Got it back together today and can't get it to fire without ether. Cracked the injector lines and getting diesel to all injectors. Injector pump gear got unmeshed with the idler when we pulled the front cover off. So I am suspecting I am out of time. However, when I put the engine at 18 on the flywheel to check the timing of the pump, the pointer and mark are almost right on. Off by less than the width of the pointer. Since the pointer on the flywheel has a slight bit of play to it, you can get the pointer and mark on the pump, to match up with the pointer and 18 on the flywheel. How exact is the timing? Is that the culprit, or do you guys have any other ideas? Thanks. By the way, as was pointed out earlier, I am not an IH mechanic, but would gladly take the advice of one, shade tree or otherwise.
