Are you certain your rear brakes are properly adjusted mechanically? I've seen where excessively loose brake shoes can grab and lock the wheels. Long shot but worth a look.... Also, does this truck have a separate master cylinder (mounted on the firewall), and booster unit (mounted outside the frame behind the cab)? This is how IHC trucks were set up in the 50's and 60's. The booster - made by Bendix and a called a "Hydrovac" - could be rebuilt without special tools. Rebuild kits were available at any truck dealer. Drawings and instructions were included in the rebuild kit.
