Setting the govenor on an A

Hi, I have a '47 A and I have a small problem with the throttle. The throttle advance lever (I guess that's what you would call it) is a little out of wack. Right now low idle is when the lever is about half way (almost in line with the steering post) and I can't move it back any further then that. High throttle is about an inch past the last tooth on the bracket. I would like to get it set up so the lever uses the full swing. I looked at my BN and my other A (both which use the full swing), but I can't seem to figure out how it set it. I know it's in the govenor, that I can see. Every thing runs well, but it's annoying.
