Voltage Regulator Problem?

I have a Farmall H, 6-volt positive ground. It will never crankover so i replaced starter brushes cables switch everything. I had the generator tested and it is like new. Still no work. I tested the system voltage and it only reads 5-volts while running at full throttle. The amp meter shows a good charge but maybe not enough. I have had my regulator cover off and i saw some adjusting screws so point me in the right direction. I appreciate any help. Thanks
