It sounds like your float level is too low. While you have the carb off, clean it, put in a kit and adjust the float. I can't give you the spec because IH supplied more than one carb, and I don't have a 230 manual -- the carb kit should list the float setting. If the setting turns out to be correct, your carb probably needed cleaning anyway.
