SMTA HELP NEEDED BAD!!!!!!!!!!!!!!!!!!!!!

After getting my carb rebuilt, I have not been able to get the motor to idle or rev up . It seems to not be very responsive to movement of the gas lever. The no idle problem had been getting worse before the carb work was done, but the motor would rev up before. Do I have a worn and/or out of adjustment linkage problem, or do I have a governor problem? The motor is in time. Any ideas or suggestions would be greatly appreciated.
