Your frustration is evident-and understandable. You say there is spark- where is the spark and under exactly what circumstances do you see it? If not "seeing" it, how is the observation being made? Make sure the choke is open, use a pump oiler and squirt gasoline into the carburetor opening while cranking the tractor- if there is spark at the cylinders, it will fire. If it does not fire, the spark is not in the cylinder- either not at all or not at the correct time. Did you replace the spark plugs? If not, do so!
